Back in the days of prohibition, the mafia came up with a brilliant plan. They established a town to stash and smuggle large quantities of alcohol and liquor. It was so far away from the general public, there was next to no hassle from police, and even what little there was would be quickly eradicated with the use of payoffs.

Once the long bleak days of prohibition were over, there was little question that their fair city, so decorated with it's own speakeasies and other colorful establishments would continue to thrive.

Several decades would pass as it attempted to become an actual legal city with something resembling law and order.

About sixty years ago, their plan took a new turn, when the leaders of the Italian mafia decided to make it a gambling mecca. It would not only be a way to launder their money, but also a way to turn profit in manic proportions.
